when u draw resonance structures for phenol u will get negative charge on ortho and para positions. no2 being a electron withdrawing group stabalises the negative charge and hence makes it more acidic and as the negative charge doesnt come on meta position presence of NO2 in meta position has no effect..para is more acidic because of symmetry
