In AIEEE Information Brochure is it mentioned that "Proof of place of examination centre of the final examination from the National Open School forcandidates having Senior Secondary Certificate for determination of the State of Eligibility." is required for verification during remote reporting.......What is it actually???

If a seat is allotted to a student who opts for willingness for higher choices till 4th round and in the meantime joins to some other institutes, then how the seat thus falling vacant will be filled up ?
