so total cases without any conditions is 8P6/2

on applying conditions

1> for 1st row to be empty we get 6 boxes and 6 letters 6!/2.

2>similarly for second row to be empty--> 6!/2

3> 3rd row can neva b empty.

so ans is 8!/4-6!.
