Thus the oxidation number of Mn changes from +7 to +4.Won't the answer be 3 ?

This is so because the electronegativity comes into play in inductive effect. There is negative inductive effect due to chlorine being highly electronegative but we should also consider resonance effect in which chlorine donates electrons. When the 2 effects clash it is the resonance effect which will predominate.
