Since the energy of the shells keep on increasing as they move away from the nucleus so max energy cannot be defined but least energy will be of the nearest shell.

the reaction of alcohols with lucas reagent is based on the intermediate carbocation thus the rxn will proceed faster if the intermediate formed is stable ( the formation of C+ is R.D.S step of rxn ) and among 1 deg , 2 deg and 3 deg the most stable C+ is formed at 3 degree C nd hence an immediate rxn occurs.

look i tried it this way : in d stucture of CH3Cl carbon will have a +1 charge in the bond between C nd Cl nd 3 (-1) charges due to 3 H bonds hence net charge is -2 . Similarly when calculated in other compounds the maximum comes out in CCl4 which is +4 nd hence the answer.

this is the mathematical perspective nd even if u consider that way u can't ignore the chemical phenomenons which is THE REPULSION OF LONE PAIR AND BOND PAIR ELECTRONS . thus ideally it should be plane nd it is like BF3 it is trigonal planar since der is no lone pair ...... nd hence ur point is justified but in d cases like that of H2O der we just can't ignore the repulsion nd hence the shape is not planar , it is bent .
