We know that scattering of light depends upon the size of the particles.Very fine particles refract light of shorter wavelength while large particles refract light if longer wavelength.now since clouds are made of all size of water droplets , therefore light of all colours is refracted and hence the resultant light is white(as white light is a mixture if light of all colours) ....: )
