the minute hand sweeps 6 degrees in 1 minute
 
i.e in 60 sec. it sweeps 6/180 rad
 
so in 1 second it sweeps  6/(180 *60)
 
 
 = /1800 rad/sec
 
v = r  
 
therefore
 
v = 10 *  (/1800)
 
v =  /180 cm/s
