i dont think it will directly go with substitution...cause due to having two chlorines on the same carbon.....steric hinderence.so you have to first eliminate a HCl group.so they go in anti periplanar maner and when you add water you can get a mixture of 2-chloro 3-methylbutane-2-ol and 2-methyl 3-chloro butane-2-ol.
