it is not possible to get summation of two vectors of diff magnitude as zero ...

because for two verctors if they r in opp direction then they can be algebraically subtracted but if their magnitudes are diff then their subtraction is not equal to 0

if A=B and they r in opp direction then their resultant is 0 but if their mag is diff then their resultant cant be 0

magnetic field is not produced by stationary charge and if it is placed in external magnetic field then a stationary charge will not experience any force acc to F=q(v x B)

since v=0 hence presence of magneic firld does not have any effect on stationary charge.
