It is good, if you have a separate solution thread for answers coz, if you post the answers in the same thread, then it dosent become a Q bank?. He he? well, It is a good idea Tarin. The thing which mainly works is, if you discuss the answers in the nudgebook, no one benefits except the interacting persons.. and the question author has to answer the Q a 100 times to each and every person asking for the sol.. So its very easy to post the Que and the solution simultaneously!!!  (in two different threads)

Lets do some workout over the actual problem, 

Case I (a) 
The body is accelerating,
We have resultant of all the applied forces F > f 

Here the resultant of all the applied forces is in forward direction, but we are concerned only with the direction of the force at the lowermost point to get the direction of frictional force.

Case II (b) 
As the body has zero acceleration,
We have resultant of all the applied forces F = f

Understand and analyze this carefully,
 
Experiment: To know the direction of force (F) being applied!!
 
Try to rotate a wheel with your hand in forward direction.
 
Where will you apply the force???
At the topmost point we apply it in forward direction and
At the lowermost point we apply it in backward direction (ie we pull the wheel backwards from below)
so that the wheel moves forward.
 
look at the diagrams 3 and 4 for more understanding
 
So then, what will be the direction of friction at the bottom most point?
Now its very simple, isnt it.

Remember, that friction is the force which opposes the force being applied i.e. opposes the motion of the body  ..  ..  ..  .. (i)

Look at the diagram above.

Try to find the direction of applied force at each point of the wheel. You will find that the direction of applied force is backwards at the lowermost point of the wheel.

Therefore,
From (i), we have
The direction of the friction in the forward direction. (opposite to F)

Note that we are considering the forces acting on the circumference of the wheel.... This is because we want the direction of friction, at the point of contact of the wheel with the ground.

The force of friction acts tangentially to the surface of the wheel at the point of its contact with the road (point A & B in the diagram above).

But we here are talking about the direction of friction. It doesnt matter whether the body is accelerating or not. In both the cases (a and b), the direction of the friction will be in the forward direction for both the wheels. Just in case two, the frictional force will be balanced by the force applied. (uniform acceleration)

I was spending my time in dreams... and was caught in a prison of hate? I felt persecuted and paralyzed... As time was running I was loosing hope? being swallowed by the evil darkness... wasting all my time in making castles (in air).. I was engulfed in the fever of spite..

But beyond my imagination was the reality... like shadows into the darkness?. I saw my IIT walking out of the door?. And then everything came crashing down? The past slammed upon me.... Realized that I lagged far behind others..... and it was far too late?..

But then, when my fellowmen slept, I toiled through the night.. Saw the days brighten in my darkness..... like my browser loading a flash file...... I was ascending upon the cloud number nine, but this time I removed this brick in the wall.... Finally, the day came when I sensed my IIT nearby ..... and I grabbed the only oppourtinity......... and ?.. and ..... then everything was changed ? Now everybody knows my name...!!!

Dude,
Everything that you observe depends upon the inertial reference frame you select. The laws are said to be laws, only if they are applicable when earth is considered as the inertial reference frame (So Earth is the universal reference frame).
 
That is the reason why you get different answers if you apply Newtons laws in different frame of references.
 
Lets consider the situation that you have given. If we consider earth as our inertial reference frame, then we will observe that the sun is revolving around the earth. But, if universe is considered as the inertial reference frame then, we observe earth revolving around the sun and also around itself.    
 
Dude, for better and perfect understanding you better read the topic Inertial frames other than earth from HC Verma (Vol 1); Page no. 65; On right hand side.
