O is also electronegative like Cl
 
Cl has more lone pairs(3) than O in OH(2)
 
why is mesomeric effect &  inductive effect not there in O as in Cl...

water has H bond but HCl does not have...
does this mean O is more electronegative than Cl?
 
then why O have inductive effect???
 
it is said that Cl deactivates benzene ring due to -I effect but it is different in the case of O which activates  benzene in phenol.
