yes it does move as photons hav momentum which gets transfered to the mirror ..but this is considering particle nature of light as u have asked the question related to dynamics of mirror same can't be explained with wave theory but the thing to note in this question is perspective as Kalam say " u ask a particle question u get a particle answer and if u ask a wave question u get a wave related answer "
