Please explain the whole para.It goes like this:

 IN  THE  CASE  OF  STABLE  EQUILIBRIUM,  THE  CENTRE  OF  MASS  GOES  HIGHER  ON  BEING  SLIGHTLY  DISPLACED.FOR  UNSTABLE  EQUILIBRIUM  IT  GOES  LOWER  AND  FOR  NEUTRAL  EQUILIBRIUM  IT  STAYSN  AT  THE  SAME  HEIGHT.

how can u say that com will surely rise?

does it indicate that com depends on moment of inertia(in ur example)?
