A compound can act as reducing as well as oxidising agent only if the oxidantion state of the centre atom is intermediate. i.e. neither largest nor the smallest, as shown by the central atomHere, in HNO2, the oxidation state of N (central atom) is +3.while, N shws Oxidation nos. of +1(in N2O), and Oxidation state of +5(in HNO3) As you can see this is intermediate O.S., so we can say it can act as both oxidising and reducing agent...I hope i am clear enough...?
