it is steric inhibition resonance effect .eg if benzene ic connected to 2 or 3 degree amines and there ic sm blky grps at ortho position then the NR2 group will come out of plane and does not take part in resonance hence its lone pairs will b free for donation and it will b more basic then bezene connected 2/3 deg. amine only.  dont forget to rate
