I would like to know from an IIT Madras student whether biotechnology is a popular program and if there are NRI's doing the full 4 year program in any of engineering. Is it mandatory for students to live on campus? Also, what is the job prospective for IIT grads? do they easily find jobs out of india?

Yeah, Biotechnology is a very popular program.
Right now, there is not even a single NRI doing full 4 year program at IITM.
Foreign students have a special facility: Direct Admission of Students from Abroad.
It is mandatory for students to stay in hostel. Any way there will be no one to check if u really stay in your room.
The job prospects are also good. Its very easy to get a decent job in India.

im quite surprised though...not even one student at IITM that atleast lived abroad? like singapore/malaysia/dubia/US? lastly, how are the students there? friendly? all of them smart or are there a few average ones here and there?

I menat there are no NRIs.
There are students who lived abroad for quite some time and then came back to India for studies....
