hey  consider the flux as a sine function then the emf is a cos function due to faradays law by differentiation as emf is 0 then cos function is 0 which means sine function is 90 then flux has its max value no thats the answer!!!

The electric flux linked with the coil  = NAB Cos wt, where wt is the angle between B and A.
then induced emf E = d / dt = - NABw Sin wt
When wt = 0, Magnetude of Electric flux  will be maximum (NAB) and the Magetude of induced emf E will be minimum ( 0).
