i also had never heard of it.some goiitian only told me sumtime ago.. mechanism is same as that of EAS.difference is that inplace of electrophile(like Cl+,Br+ etc) ,there is nucleophile(OH-) which attacks the intermediate at meta position where there is +ve charge.

I dont think so. For higher temperatures, a nucleophilic subsn of the Cl with the Oh may take place but for lower temps, i dont think there will be any rn.
