it depends on the affinity of NH3 towards the metal ion, and the type of ion in general. Thats why its behaviour is case dependent

its not jus Nh3
for any ligand attackin any metal ion the strength depends on the magnetic field produced by the ligand and the nature of the metal ion..i.e how receptive it is to the magnetic field

well according to me NH3 is a strong ligand. and pairing of electron depends upon the pairing energy(P) and CFSE(). if  is more than P then pairing occurs ie strong field effect.
