Can a charged particle at rest be set in motion by the action of a magnetic field??

time varyin magnetic feild can do so as it will produce a tangentuial electric feild......
but i dont think a charge at rest can be brought in to motion by a mag field....

for iniating a motion u need to give it a force.
expression of magnetic force is q(v*B)
 
according to ur ques. v is 0 then F=0
so no initiation of movement as no force(static B dont produce E)

ya the force acting is qvb if v is zero force is zero hence it cant accelerate
