dude u have not writen things clearly but acc. to what i have understood
u r handling with an eg. for 1,4 - addition reaction does follow markonikof rule but due to conjugate pi bonds (1 pi bond and the lone pair of e- on O2) the so obtained product rearranges to the product given by u see

edit your question valencies are not satisfied are you referring to allylic substitution which occurs here due to higher stability of allylic carbocation due to resonance

See in first case thereis OH group which is electron donatind causing - ve charge on terminal CH2 thus attracting OH which is + ve bt OH is absent in 2 so it follows markonikoff
remember markonikoff is not universal rule u have to see qns properly before applying it hope it helps
