I think it is because there are are two different types of poles. Suppose you only one type of pole then thre will be one kind of interaction. But since there are two kinds of poles we observe two kinds of interaction; attraction and repulsion. That is how they realized there are two different kinds of poles.

The field lines come out from a north pole/positive charge and a n-pole/+charge moves in direction of field lines while a s-pole/-charge moves opposite to the direction of field lines. The repulsion/attraction of two magnets can be also explained using Lenz's law. consider an electron revolving around the nucleus in the magnet as loop and if we move a north pole towards its north pole, flux through it increases so it tries to compensate for it. now the direction of the electron cannot be reversed so the atom moves back.

suppose there are two charges + and - when they are placed nearer electric field lines come into the negative charge this electric field exerts a force on the + charge towards the negative charge, that is why they attract
when two charges + and + are placed electric field lines originate from the + charge and this field exerts a force on the other + charge away from the first charge that is why they repel
