Pls. check out the rules again...there is AICTE ruling under which the fees is refunded after deduction of RS 1000/- if u exit before the last day of last counceling so u can fill the form,take admission decide later and then exit if need be.

R U SURE.... THEY LL RETURN THE MONEY...I MEAN THEY WILL ALLOT THE INSTITUTION BEFORE BUT BRANCH WILL B ALLOTED AFTERWORDS...N U CAN FILL UR CHOICES CAN I JST REFUSE IT N GET MY MONEY BACK....

I am not really sure on this. However maybe JSS is not that bad, maybe it does come in top 100 engg colleges of India.
What is your UPTU and other ranks?
What are your board marks?

If you really ask me you can get a decent course in DU. That won't be a bad option either if you plan to do Phd or MBA. If you are keen on engineering then you should go in for a management or nri seat. Your UPTU rank is not very good either so you won't get too much there either.
You however can look into top Harayana and Maharashtra colleges. Besides, you will get the lowest of NITs with low/lowest courses.

the Aicte website is not opening now so it is not possible to confirm,however i am almost sure of this rule.This rule applies to all govt. and private AICTE approved colleges

As per AICTEAct, if a student wishes to change his/her college before the beginning of an academic course, the institute will have to refund the entire fee collected from the student after deducting processing fees, which cannot exceed Rs 1,000.
Also, AICTE rules say if the student leaves after joining the course and the seat falls vacant by the last date of admission, the institution will have to return the fee collected with proportionate deductions of monthly fee and proportionate hostel rent.
