ya i think so that -q will exert a force on +q if sphere is made up of conducting material

If you have a kind word to say, say it now
If you have something too give, give it now
If you can make someone glad or another less sad,
Do it now... Do it now.... Do it now...

If you have trust to bestow, show it now
If you have friendship to give, give it now
If there's pain you can ease or someone you can please,
Do it now... Do it now... Do it now...

What change does conducting and non conducting make here? Can electric field penetrate a surface?

field cannot penetrate a conducting surface...force will be exerted if surface is non conducting.

Force between two charges DOES NOT Depend on the material between them it si the same irrespective of what u keep in between

but the NET FORCE on each charge depends on the intervening medium!

so here the answer is it will still exert the same force as if the spehere wan't present

If the sphere is conducting, then the inner charge will NOT experience a force due to the outer charge because of "electrostatic shielding".

well this is the concept used to construct capacitors
if the sphere is conducting
then charges inside the sphere wudnt experience any force due to charges placed outside the sphere
