The explaination is very long on the basis of relativity but in short when charges move and encounter some other charges it try to attract or repel it but we can not say it happens due to electric field because the conductor in which the charges move is neutral so there should be some other force responsible this force is actually magnetic force which is produced by the magnetic field.This is explained nicely in concepts of modern physics by Beiser(Mc graw hill) in the first chapter.
