the velocity by which these bullets are fired is very much , but as they are fired in the upward diretion they have to fight against the gravitational force to attain a certain height. the energy with the bullets becomes near by zero when it attains maximum height. and as its comes downs it has got very less energy because of which it does'ntt harms anyone........... Might be????????
