Opt for an Msc for now just to get your arse into a bits institute.Do etremely well in your first 3 semesters ( ie first year ) .At the end of first year all students are offered a chance for a dual degree.Then opt for BE CS + MSc ( any ) .

HOwever , the catch is that you need to work very very VERY hard during your first year.

There's no chance for BE now. But you can still try till the last allotment.Maybe you will be selected in BITS PILANI GOA OR

BITS PILANI HYDREBAD.
