NO I THINK DISPRAPORSNATION REACTION NOT ONLY OCCURS IN BASIC MEDIUM.for example Cu+ undergo dispraporsnation to form Cu and Cu+2 it is spontaneous reaction.H3PO3 ON heating forms PH3 and H3PO4 so this is again an example of dispraporsnation reaction.ya there is many example which also ouccurs in basic medium like canizzaros reaction and posphorus when reacts NaOH.
