in toutomerism there is simultaneous shifting of acive H and bond in the molecule for example CH2=CH-OH to form CH3CHO where H moves from oxygen atom towards carbon and from this carbon pi bonds moves towards oxygen .this is type known as trid system of tautomerism .in case of HCN to form HNC is example of diad system.but in case of CH3CN there is no active hydrogen so no tautomerism.
