hi this condition is applicable for many elements. if the 1st and 2nd elements of a group are compared then this condition can be applied.just remember these 3 points: 1)carbon is small in size. 2)it does not have vacant d orbitals. 3)it cannot xtend its co.no. it can b applied for ques like "PCl5 is known but not NCl5" otherwise a comparison of this sort between O and S. hope this helps. rate if u find it useful. !!!!!!!!!!!!!!!!!!!!
