You shud keep this in mind that IN INDUCTIVE EFFECT there is just displacement of electrons & no transfer takes place but in RESONANCE EFFECT  there is transfer of electrons through resonance, only possible if atom of thesubstituent, whichis directly attached to benzene ring contains a lone pair .Thus in case of chlorobenzene resonance creates negative charge at o &p position &negative inductive effect makes ring electron deficient  making attack of electrophile difficult(in comparision yo benzene ) & thus become deactivating group
