first of all pick the longest possible carbon chain.

now iso means 1 methyl group is attached to the second last carbon of the longest chain

and neo means 2 methyl grs are attached to the second last carbon.

and sec means the fuctional group is attached to a 2 degree C- which is a C attached to two carbon atoms.

so here in ur example there is no methyl group attached to second last C hence it is neither iso nor neo

so ur comp is 3 chloro pentane ie sec-pentyl chloride (2*)
