an ether has an oxygen atom, apart from carbon and hydrogen atoms. consider diethyl ether CH3-CH2-O-CH2-CH3
here, all C-H bonds are taken to be effectively non- polar. the same can be said for C-C bonds. but the oxygen atom is much more electronegative than either carbon or hydrogen, hence has a (-I) effect within the molecule, leading to a slight polarity( as NCERT says) and wich can be conviniently ignored for all practical purposes( as that other book says).
