Well , this is a case of corona discharge.In hertz's experiment, the two spheres are so highly charged that the air surrounding the spheres get ionized ( due 2 the high field of the spheres) & henece there is a dielectric breakdown. Then the charges start moving from one sphere 2 the other sphere through this ionized medium.This is seen by us as a spark.
