According to conservation of angular momentum, I is constant. Here is 2/T. T is the duration of the day and I is the moment of inertia of earth ( solid sphere ) I = 2 MR2 /5. As tall buildings come up near the equator, R increases i.e I increases. This results in decreasing of . As a result T duration of the day increases. Pl rate if satisfied with this explanation.

Same principle may be applied in the case of ur 2 nd problem. i.e I1 w1 =I2 w2
