inert pair effect:(IPE) the phenomenon due to which the inner s electrons of p-block elements reluctantly take part in bond formation as high energy is required to involve them in bonding.this takes place mainly in the heavier elements of p-block.it is responsible for the variability in oxdn states of some elements.eg:Tl+ is more stable than Tl3+ due to IPE.thus Tl3+ is an oxidising agent. hope this helps !!!!!!!!!!!!!!!!!!!!!!!!
