Let at time t = 0, the car2 applies brakes
Let at time = t, this car comes to rest

For car 2
accn = -a
u = V2
v = 0
by first eqn of mn
t = V2 / a
s2 = (V2)^2 / 2a

For car 1
velo = V1
time = V2 / a
s1 = V2V1 / a

Now the cars will collide if the distance travelled by car2 is grtr than sum of distance travelled by car1 and L
that is s2 > s1 + L

Put values of s1 and s2, u must get the answer....
