Cuz The Atomic number of iron is 26 E C is 1s2 2s2 2p6 3s2 3p6 4s2 3d6 atomic number of cobalt is 27 E C is 1s2 2s2 2p6 3s2 3p6 4s2 3d7 the last electron of cobalt lies further away from nucleus as compared to iron thus energy required to pull last electron out of cobalt is lesser (nuclear force is lesser) thus ie of cobalt is less than that of iron
