well gud ques..... i think that tho in real life perfect horizontal circular motion is possible but if u try to do the same in vacuum, it wud require infinite angular acceleration and hence infinite tension see in real life other things like air drag and air pressure balance a part of mg. the rest part is balanced by the the vertical component of tension bcoz perfect circular motion is hardly achieved and during nearly horizontal circular motion the tension force is large in magnitude so even a small component of it balances a large portion of mg rate if this helps u and correct if wrong...
