F = 3at^2 + b
implies that the force IS proportional to t^2. Here is why:

I hope you know that any two quantities are proportional if the graph between the 2 quantities is a straight line.

Here the equation is of the form y = mx+c

where y = F, x = t^2, m = 3a, c = b, which clearly gives a straight line graph between F and t^2.

hence F is proportional to t^2.
Hence option 1
