See, the center (h, b/4)

Point of contact is (a/2, b/2), right?

Slope of the tangent is -b/a.

Slope of the radius is

(b/2-b/4)/(a/2-h).

As the radius and the tangent are perpendicular, we have

-(b/a) x (b/4)/(a/2-h) = -1.
