although i would agree with harsha's answer.
the only way of explaining b coming before c, will be if we say that though |I| (magnitude of I effect) of Cl > CH3, but due to repulsion and large size of two Cl atoms, C1-C2 bond length increases, thereby increasing @, thus myu dercreses.
comparatively CH3 has very small size.
