here i think it is the surface area which one has to take into consideration.........the one hanging has more contact surface area with atmosphere so more heat is lost while for other as it is placed on an insulated block it has comparitively less surface area......
See i know they have not mentioned it is placed in atmosphere but they have even not mentioned vacum...and no other concept also seem to work...so it wud be most probably this only....
