The effective length of the simple pendulum means the length of the pend from the pt of suspension to the centre of gravity of the bob. As water comes out of the whole the c.g would be lowered so the eff length increases and thus the time period will also increase. This will continue till the sphere is half empty.After this the c.g would again rise, decreasing the eff length and the time period of the pendulum. Ultimately the C.G. would coincide with the centre of the sphere when the sphere is completely empty. Now eff length becomes same as it was when it was completely filled with water and in both cases the time period will be the same.
