Arre U R taking it the wrong way. See, although the attraction of lp and nucleus decreases but U can also see that as size is increasing, the net effect of lone pair is spread over a large area. In N, the lone pair is in very small area and hence N can easily donate it. U just take it this way as if U R a small kid. Now understand like this. an element wants a lone pair. Just like a child wants a toffee. Now its easier for the child to search for toffee in a cupboard than in the entire house. So the basicity(tofficity here hehehe) of cupboard(N) is more than the house(larger elements)
