initially, E = (1/2) q2/C
for increased charge,q' = q + 2, energy stored ,E' = 1.21 E
E' = (1/2) (q+2)2/C
    = (1/2) q2/C + (1/2) (4q + 4)/C
or  1.21 E = E + (2q+2)/C
or  (2q+2)/C = 0.21 E
i.e.  (2q+2)/C = (0.21) (1/2) q2/C
or     2q+2 = (21/200)q2
or   21q2 - 400q - 400 = 0
(21q + 20)(q - 20) = 0
hence, q = 20C or q = -20/21C
