Oxygen is not a complete radical. It is free diradical. Which means that it is not broken completely into radicals, instead it still has one single bond and only one bond is broken into free radical.
Just look at the figure.
Free radicals are short lived and very reactive,hence the 2 dots on both the O are very reactive and they react to form the O=O, which being a molecule with bond order=2 is very stable.
