well i proceeded this way.

CORRECT ME whr i m wrng

 

circ. perm so 14! = (15-1)!

garland so divide by half= 14!/2

flowers r alike- divide by may be 11!= (12-1)! and 2! taking circ. permutation 

                                                orrr

                                               12!  and 3!   (which 1 to cons. i m confused)

ans 14!/{2 (12!)(3!)} =/= 19

 

ans given is 19 but still i doubt if it is correct
