we usually use the formula for velocity as v =  2gh
it comes from :
V gh = 1/2mv2
mgh = 1/2 mv 2 ...............................(1)
v =   2gh
here u have 2 diff. liquids , so u need to know the density of the upper liquid and calculate its potential energy and add it to mgh used in (1) while RHS remains same
