The hot balloon coming in contact with ice cause heat flow from the body at higher temperature( which is the balloon) to the body at lower temperature( ice ). Since pressure is directly proportional to temperature as temperature decreases pressure decreases. Thus due to equalization of pressure the balloon bursts.
